Can i use sandpaper on newly painted wood to make the paint smoother or to just give the frame a vintage look?

i wanted to make a wooden picture frame look ';vintage'; but the white paint i used did not dry properly and is now clumpy. will using sandpaper on the edges make it look more vintage and help the clumpy look? if so, where should i use the sandpaper on the frame to make it look naturally worn? Can i use sandpaper on newly painted wood to make the paint smoother or to just give the frame a vintage look?
You can only use sandpaper if you are going to repaint again. It's primary puropse is to provide scratches for the paint to grip into.

So I would rub it down and start again. There are distressing techniques you can use when applying the paint, but they're more of an interior designers fad/improvisation than something taught at decorators college. You could google for the info. It is pretty straight forward. Can i use sandpaper on newly painted wood to make the paint smoother or to just give the frame a vintage look?
I don`t think if you sandpaper the paint will give you a vintage look. The reason is by you using sandpaper on paint you will scratch the paint, and it will make it look horrible, don`t use sandpaper.

Wait until the paint drys thoroughly, then rub it with a rough piece old cloth, this effact will give it a worn look.
I did this to a frame and it turned out great. Use very fine sandpaper. Any high areas ,corners and edges can be sanded. Even if it doesn't turn out the way you want the clumpy paint will be gone and you can repaint and start over!
