Contractor returned to repair door and damaged wood frame and paint, should he be responsible?

Contractor's employee had left some sort of cardboard shim in hinge of french doors. The Contractor damaged the wood door frame and painted surface while attempting to remove the cardboard shim. The contractor gouged wood frame with a screw driver, chipping out a portion of the wood and paint in a visible area. Contractor said ';oh look too much paint here';. Didn't offer to repair or cover cost to repaint. Should the contractor take care of this? The contractor should leave a job exactly how he found it or if not better. If it is a repair, you should not see a difference. He should come back and repair any damage.Contractor returned to repair door and damaged wood frame and paint, should he be responsible?
Contact the developer and the contractor license board to file a complaint!
