I have manufactured a skylight to fit above a pvc external door but would like to know what would be the ideal paint to get a near match on the wood frame to pvc.I want to paint wood to look like pvc?
That depends on the colour of the PVC doesn't itI want to paint wood to look like pvc?
Assuming we're talking white here, mix household gloss paint with undercoat, maybe 1/3 u/coat to 2/3rds gloss, or maybe 50/50. You can adjust the ratio to whatever you like to give the level of sheen that matches your pvc the closest. Prime bare wood first.

Varathane colors dries as a solid plastic finish in a choice of colors. Once two coats are dry, it will look like plastic.

I suggest trying the plastickote spray paint its very good. You can purchase from most DIY stores..

You may be able to get external paint in eggshell finish as plasic is not a very high gloss. White paint has a bit of blue in it so the call that brilliant white. To get the white of plastic you may need to use normal white, but internally the white tends to go yellow with time so after a few years the whites will not be matching.
I would just paint in in standard external white paint and it will look fine..
another thing you could do is cap the wooden frame with pvc capping. not sure if this would work.
I guess a question I'd ask might be ';Why a wood frame?';
In any case there are exterior grade spray paints, even in aerosol cans that can give you the semi sheen of PVC, most often white. Epoxy or similar.
