What the first guy said--oil based for sure for the wear and tear a dresser will receive, Monarch oil based paint seems to smooth out the best--better than Sherwin's. Remember, it's all in the brush, so buy a new china bristle brush if yours is getting nappy. One key factor I found out to achieve a smoother finish is to paint indoors, with all ceiling fans and central air off(not a joke) as the moving air will place particles of dust on the wet paint. I have tried to paint in the garage but there is less dust particle control out there so it has to be done indoors with no moving air for best results. I use a semi-gloss but a high gloss would be fine too.
yes it s ready to paint. sand it first with 220 sanding pad, which has a foam backing, get a real good brush,soft bristles, best to add penetrol to the oil paint,-- follow the direction on the can, --it only takes a small amount---it goes on smoother and less brush marks, apply 2 coats , hand sanding between each coat with 220 grit sanding pad- no need for a sealer, appling a sealer may make the color yellow over time
