You should sand it first. Was it oil-based? water-based? Whatever it was, you should stick to that because water-based doesn't stay on oil-based very well. Or just sand out all the old paint using the sanding machine and use no-VOC paint for health reasons.
Light sanding, 150-300 to basically scuff it.
Wax and grease remover to clean it after.
Wear proper air filtration/breathing. Do it outside or in a very well ventilated area.

You can paint over it. It won't harm it. But for a truer color, I would sand it down first.
